If he needs a room to talk to himself constantly another forum would work. If the constant disruption is rooted in being disruptive... he won't leave. Maybe grab another handle, but it will be the same behaviour. Rewarding folks for antisocial behaviour is unlikely get a long term upside benefit.

Member channels should be the dungeon where you send folks who folks just want to get rid of so don't have to view their mental jizz. That is kind of insulting to the folks who do a good job at running channels.
