Illegal massage parlors skirting city regulations

Giveaway: Police targeted the Susu Spa at 943 Geary St. after an undercover police officer was solicited for sex.
SAN FRANCISCO — Police swooped in on the Susu Spa massage parlor in the Tenderloin neighborhood Thursday afternoon and ran a covert operation where they arrested one woman on suspicion of soliciting a police officer for sex.

And two weeks ago, the Department of Public Health shut down the Sunflower Spa, a massage parlor in the Civic Center area where multiple prostitution arrests have been made through the years, according to police.

The aggressive efforts to dismantle illegal massage parlors that are often fronts for prostitution rings and sex trafficking led city officials to close down more than 70 illegal businesses since 2006, when Mayor Gavin Newsom first started cracking down on the problem.

In 28 cases, the massage parlors have reopened after correcting violations, according to the Department of Public Health, which permits such businesses.

But even the increasing numbers are dissatisfying to Newsom, who said he’s frustrated by the growing problem with illegal massage parlors that are now popping up in apartment units.

“It’s a bit of a whack-a-mole — as soon as you shut down two or three here, they opened up some place else under a different name,” the mayor said.

That’s partly why Newsom’s task force charged with cracking down on illegal massage parlors has drawn up a new report, with recommendations for labor inspectors, more training and expansive housing for victims of sex trafficking.

Last year, Newsom and Supervisor Carmen Chu passed legislation to expand enforcement, making it easier for health officials to close down illegal massage parlors.

It curbed operation hours for massage parlors to 10 p.m.

While the law has helped health inspectors better surveil massage parlors citywide, it’s pushed some businesses that have closed into apartment units where illegal massage parlors are operating undercover.

“It’s a cause and effect,” Newsom said. “As soon as you shut down a traditional operation, you are creating an impetus for a nontraditional operation that could be more problematic.”

The Department of Public Health does not regulate home-based massage parlors because they are private residences. That has made it even more challenging to eliminate businesses that might be running prostitution rings inside residential units, said Johnson Ojo, chief inspector for the department.

“As we intensify enforcement activities, some of the illegal operations have moved to the residential areas,” Ojo said.

But even if police catch up with those illegal operations at homes, there’s no way to stop a business from shuttering and moving into another rental unit, Chu said.

“Property owners don’t know who they are renting property to,” Chu said.

Oh yeah, it is getting closer to November 2 election day. Some officials must be starting their campaigns early to show that yes they indeed can target crime by targeting the non-violent and non-drug related crime. Yes let's go after AMPs instead of narcotics, crack heads assaulting people, and gang bangers shooting tourists. Their so much worse for the neighborhoods.

Well, it's always here and there. Personal bias aside I think the city can best spend money elsewhere instead of these types of investigations. However, if there are certain regs being broken then yeah sure, but those only deserve a citation and corrective actions; not complete shutdowns.

   This witch hunt is evidently budgeted by a financially ailing SF government.
• Are these AMP busts making any profits for them?
• Is it generating any kind of income for the city for shutting these places down?
I can clear see its loss of revenue when you shut a place down and they were at the very least, a source of tax income as a business entity? Yes or no?

• Does the witch hunt, aka AMP shutdowns, going to keep the streets of SF any safer???
• Is shutting down the massage parlours going to relieve us of less homeless and aggressive pan handlers???
• Are there Less homicide and theft and vandalism and car jackings, etc-violent crimes?

I can go on and on with this argument all day.
Bottom line is: To me, this smells like Gavin's hands are all over this. Sounds like he wants to leave some kind of legacy that he left office - "swinging", and taking a swipe at some crime.
To me, he still thinks that getting his hands dirty at fighting the drug war in the city is still beneath him.

I know that he's making a try at the homeless issue(a weak one at that) but he's also trying to PR his office and himself with this crap!

I agree, much how I posted earlier. Funny thing is that he's taking swipes at these alleged crimes when I'm sure he himself (being a adulterer) is guilty of a few.

And yes, he's going after allegedly very minor crimes in comparison to the latest shootings and robberies int he city.

   Couldn't agree with you more.

In order to get people to care about the issue they're hiding behind the bogus premise that these girls are sex slaves doing it against their will. Then, as you say, it can look like he is accomplishing something. The low-hanging-fruit theory. Desperate and shameful.

   Funny how the city seems to focus on massage parlors. Is it because they don't have the same pull as the strip clubs, where you can certainly get things massaged for a price?

   It's because nobody cares about the sex trade. Live and let live and all that. It's liberal San Francisco, let people have sex.

So they trump up these stories that the AMP girls are sex slaves in order to get the public on thier side and make it look like they are doing something useful. Why? Because it's easy PR. A lot easier than making the streets safer.

Anyway, they can't sell that BS that the strip club workers are sex slaves, so if they stop the prostitution there (we all know you can get FS in MBOT, New Century, etc.) it will be met with a big collective yawn.

You are right idiot! Closing down an AMP here will open up two or more AMMPs there. Good for the Girls and RB bros. You loose all the business tax that you are collecting from AMP operation now. Go and legalize prostitution in your city if you are real smart.

Brown had it right. Keep it off the streets, he realized you can't just eliminate it so keep it in the storefronts, so everyone benefits from the collections. Like water, you can't really keep it contained for long.

Susu's has been there for years. This must be the strategy to clear Geary & the side streets for the beginning of the new developments. Beginning on Van Ness with Sophia's being the first.
