the House has passed the bill "Truth in Caller ID Act of 2010" [PDF], H.R. 1258, an amendment to the Communications Bill of 1934. The bill effectively bans caller spoofing in the U.S.
The bill makes it illegal "to cause any caller ID service to transmit misleading or inaccurate caller ID information, with the intent to defraud and deceive." It applies to both land lines and voice-over-IP networks (VoIP) and any other "real time voice communications service, regardless of the technology or network utilized."

I listened to a friend of mine and her sister
Using the spoof app on a t-mobile phone.
They called their mother, and SPOOFED the
S#!* out of her. They changed the caller i.d.
To her own number so it said she was calling
Herself. With the app you can change the
Voice, so they changed it to a mans voice.
"He" told their mom that he could see her daughters
And was going to kill them, and she was next.
The mom called the police thinking it was her
Ex. My friend kept calling back using the same
Caller i.d. number, so the moms voicemail
Would pick up and think it was her trying to check her
Voice messages and let them on in to hear
all of her v.m's. It was funny until the cops
Came.

I could see why its illegal, now.

That could cause a lot of unnecessary drama.

But it sures funny.

Harassing and threatening calls from pimps resulted in a spoofed calls and altered voices and phone numbers that looked like and sounded like it was from the police. It was the only 100% for sure intervention that worked!
