SAN JOSE, CA (KGO) -- Supervisors in two Bay Area Counties are reacting to the fatal mauling last month of a 2-year-old in Concord. Both Contra Costa County and Santa Clara County supervisors voted Tuesday to move forward with the idea for an ordinance to require the mandatory spaying and neutering of pit bull-type dogs.


In both cases, county leaders say they were prompted by the death of Jacob Bisbee, who was killed by three of his his step-grandfather pit bulls in July.

It was not until 2005 that the state allowed local governments to take up the issue of breed specific ordinances.

"We're not hearing of Chihuahuas killing babies in our communities and in our cities and unfortunately this breed is very difficult in those circumstances," Supervisor Mary Piepho said.

Both boards of supervisors Tuesday voted to refer the idea to the proper committee or next step which will involve public input before any proposed ordinance is drafted.

There was some early public input Tuesday morning in Santa Clara County where many people do not like the idea of a mandatory ordinance aimed at one dog type.

"I've said for years if we are to have anything mandatory, it should be mandatory dog training lessons," Karen Johnson, chair for the Animal Advisory Committee, said.

Many dog lovers say as tragic as the mauling death of Bisbee was, the blame is on the dog guardians and not the dogs themselves.

"All small children under the age of six should never be left alone with any breed of dog, period," Patricia Watson of the Northern California Terrier Association said. Watson was left with scars from a dog attack at age six from a small breed.

While the Human Society Silicon Valley supports the spaying and neutering of all animals regardless of breed, they do not support an ordinance aimed at any one breed. For one thing, they say such a county ordinance would be hard to enforce.

"I think it would be tremendously difficult to enforce in terms of what is an American Pit Bull Terrier or pit bull-type dog," Ali Talle, director of Behavior Programs at the Humane Society Silicon Valley, said.

In Santa Clara County, the supervisor who proposed looking into the matter points to San Francisco's mandatory spay and neuter ordinance for pit bull type dogs.

Supervisor Ken Yeager sees the idea as a proactive approach to protecting public safety. Still he is willing to accept that a lot of research must be done and public input will guide what any proposed ordinance eventually looks like.

"I'll start off thinking mandatory, but after hearing from pit bull owners and others we might change our mind, but that's what we are going to explore for the next several months," Yeager said.

From what I understand, the pit bull is a protective breed. I think this rash of attacks has to with people not asserting their role as pack leader and making sure the dog knows that it is never okay to bite, growl or otherwise disrespect anyone in the household.

As a former dog owner, and a very responsible one, I have noticed that most people who own dogs don't take the time to train them. Training is especially important with larger breeds that were bred to work, and this goes even more especially for the protective breeds that were bred to literally attack people.

One other thing I noticed, is that many trainers and training classes put too much emphasis on treat training and not enough on corrective training. Some dogs need correction to get the point.

When a dog attacks people, I put most of the blame on people not doing there research on the breed(if it's not a mutt) they have and not taking the time to train.

It's sad because dogs are the most loving, loyal animals a person can have as a pet and because someone didn't take their role in that dog's life seriously it now has to die.

Very well put.
Good training is oh so important.
Owners need to have proper behavior as well(you do not put your animal in certain situations).

   Well said naomi...

You are right also rookie, about owners being responsible on how they handle their dogs...

Eventhough I have come a long way, I do get startled by dogs, especially on surprise...

I just fear sometimes that dogs might bite me, BUT I am so much better that I baby sat a pit bull...

And it was such nice, but I was still being consiouse of what can happen or from the bad news that I hear about the dogs attacking people...

Anyway this little dog was in the car with its owner, and when I see the dog head poped out I was like jumpy, and this little dog start barking...

So it is quite possible that my reaction to the dog might have caused the dog to get aggressive and bark at me...

   Naomi, you are basically correct but what do you expect?

There are a great number of people out there that can't even train their children much less their pets.

I lived in the company of Alsatians , at least one if not two, for over 30 years and no one was ever bitten.

For 17 years I lived in the company of a mountain lion and no one, other than me and that was my fault, was ever bitten.

Some breeds have a propensity for aggressive behavior.

As far as breed specific bans you can not own a full blooded wolf in CA.

My personal experience with wolves has always been a positive one and the reason for the ban IMHO is that people fear wolves.

Hell, people fear pits, rots, Alsatians and other people too.

Just go to Street Action on the RB board and those ‘men’ are most fearful of pimps with transsexuals running a close second.

So let’s put them on the banned list too.

Fear based on race, religion, national background, occupation, sexual preference or breed is irrational but a very human trait.
